What is this "bendable/breakable" silver charm made of?

 I have a whimsical charm necklace with a key on it. I bought the charm of a cheap score, so I know it's certainly not sterling silver.
I wore a few times, and while I recently polished charm, I noticed that I could indeed bend!

How to polish & smooth sterling silver jewelry after I make it?

 I'm making laid low necklace charms out of strips of sterling silver. After I cut and record the silver, I need to buff out all the particle scratches and make it polished.

What type of tools do I use to do this?
